Unite against the Winsor Report
Over 16,500
police staff are set to lose their jobs because of government
spending cuts to police forces.
The Winsor Report - a review of police pay, and terms &
conditions - published on 8 March 2011, is yet another blow.
The Winsor report recommends the abolition of:
- Weekend Working Allowance.
- Loss of TOIL (Time off in lieu) for public holidays.
- Cutting Sunday overtime working pay.
- Reducing stand-by allowances to £15.
- Pay cuts in real terms by freezing increments.
Unite says that the Winsor report has failed to deliver – it
does nothing to maximise deployment to the frontline, it doesn’t
pay people for what they do and it’s not fair and reasonable.

Unite says that any discussion about future pay, terms and
conditions should be negotiated through the joint collective
bargaining structure of the Police Staff Council.
